Hope’s Door

Rosana Caceda is Hope’s Door Program Coordinator for the Westchester County Domestic Violence High Risk Team. Where she works alongside Westchester County DA’s office, Law Enforcement, Westchester Medical Center, and community partners on high lethality domestic violence cases.

Rosana provides victim centered counseling, trauma focused support, assessments, advocacy, and appropriate referrals to survivors and their families. She participates in Hope’s Door outreach presentations, and support groups. She brings more than 15 years of experience to her position at Hope’s Door.

Prior to Hope’s Door, Rosana trained and worked as a Forensic interviewer at a Child Advocacy Center in Nassau County. Rosana worked with children, adolescents, and adult cases of abuse, human trafficking, and domestic violence. She collaborated and worked alongside Nassau County’s District Attorney’s office, Special Victims Unit (SVU), Social Services (CPS), Commercial Child Exploitation Unit (CCEU), Federal Bureau of Investigations (FBI), and Homeland Security.

Rosana has managed and supervised an Alternative to Detention program for adolescents. Rosana collaborated and worked with Westchester County probation offices, and Courts, for adolescents reintegrating into their communities from residential treatment facilities, and detention facilities.

Rosana also provided trauma informed services to refugee adolescent males in a residential treatment program. Throughout her career she has worked with diverse populations including families, children, immigrants, and refugees. Rosana is passionate on advocacy, education, unity, cultural sensitivity, anti-racism, and the empowerment of survivors.
Rosana holds a Bachelor of Science degree in Psychology, and Criminal Justice from Iona College. Rosana holds a Masters of Social Work, MSW degree from New York University, NYU.

Second Deputy District Attorney and Special Counsel to the District Attorney
Westchester County District Attorney’s Office

Fredric I. Green is Special Counsel to District Attorney Susan Cacace for special victims’ issues. Fred served for 11 years as a Second Deputy District Attorney and Chief of the Special Prosecutions Division until September 2025 where he oversaw the investigation and prosecution of all cases of domestic violence, sexual assault, child abuse, elder abuse, human trafficking and the possession of child sex abuse material in Westchester County. Currently in his 38th year as a county prosecutor, Fred is the second longest tenured Assistant DA. He has served in the administration of 7 District Attorney’s and served as Division Chief in Special Prosecutions under 5 District Attorneys.

Prior to his most recent assignments, Fred spent 14 years as the Chief of the Sex Crimes Bureau. In addition to his responsibilities as a leader in the office, Fred tried many cases in the Superior Courts of Westchester including homicides and every type of special victims’ case - as well as many cases not involving special victims’ issues, and he is generally regarded within the office as one of the most experienced trial attorneys in the WCDAO.

Fred has trained audiences in Westchester and throughout New York State on issues related to the response to crime and the investigation and prosecution of many special victims’ issues including training for prosecutors, law enforcement, judges, court personnel, doctors and nurses, advocates, school administrators, teachers, social workers and students. He is active on a variety of initiatives in Westchester dedicated to these issues such as the Westchester Child Fatality Review Team and the Westchester multi-disciplinary teams for child abuse and elder abuse. He is one of the founding members of the Westchester Domestic Violence High Risk Team and the Westchester Lethality Assessment Program. He is a co-chair of the Westchester Anti Trafficking Task Force and is active on a variety of other state-wide and local initiatives including leading the new statewide STRIVE (Statewide Targeted Reductions in Intimate Partner Violence) response in Westchester. In 2021- the Director of the New York State Office for the Prevention of Domestic Violence appointed him to represent prosecutors around the state as a member of the NYS Domestic Violence Fatality Review Team.

Fred is in his 15th year as an adjunct professor at the Elisabeth Haub School of Law at Pace University. He is a graduate of the Horace Mann School in the Bronx, Clark University, and Pace Law School.
