Matthew Stegner

Matthew Stegner is a retired Senior Investigator with the New York State Police Bureau of Criminal Investigation and the founder of Stegner Consulting & Training. With over 26 years of experience in law enforcement, he now trains nationally and internationally on topics including sexual assault, domestic violence, child abuse, child exploitation, and trauma-informed police leadership.

While with the New York State Police, Matt supervised felony investigations in Erie County, NY, including leading a specialized unit focused on child exploitation in coordination with the Internet Crimes Against Children (ICAC) Task Force. He designed the agency’s Sexual Assault Investigations training module and served as lead instructor for the New York State Police Sexual Assault Seminar. A Master Instructor certified by the NYS Division of Criminal Justice Services, Matt worked closely with victim advocates and championed trauma-informed practices across investigative disciplines.

Matt began his career as a patrolman with the Atlanta Police Department in 1998 before joining the New York State Police in 2002. His recognitions include five-time Trooper of the Year (Troop T – SP Buffalo), two-time Investigator of the Year (Troop A), Supervisor of the Year (Troop A BCI), the FBI N-DEx Award, and the NYSP Superintendent’s Commendation. He was also honored with the Erie County Law Enforcement Foundation Career Achievement Award.

He holds an associate degree from Erie Community College, a bachelor’s degree from Hilbert College, and a master’s degree in Criminal Justice from the University at Albany.
